Existing ConditionsS Harkness is a street within the Downtown areas, adjacent to the City Park and many thriving businesses. The pedestrian facilities do not meet ADA standards, which lead pedestrians from on-street parking to the park and businesses. The pavement surface is cracking and full of utility patches. Some of the curb is settling. Sidewalk is shifting causing trip hazards. The storm system is aged, as can be seen by the style of catch basins originally installed. The water main is aged and will likely incur damage during street improvements. |
