Existing ConditionsExisting roadway is comprised of concrete panels approximately 16 feet wide. The panels have significant failures, showing deep cracks, differential settlement, and joint/edge spalling, etc. TIB data shows this roadway section has a PCR score of only 36. The roadway, being frequently patched with asphalt, exhibits a maintenance burden with safety concerns for the City. First Street is an important route for connection to the Citys downtown core area, SE of the A Street intersection. The existing drainage condition is poor with runoff flowing to either side of the existing concrete panels, causing pedestrian access difficulties. A new water main was installed along this roadway in 2019. |

Construct a new roadway with improved storm system between A Street and C Street. Existing concrete panels will be removed for the construction of new pavement section (HMA over crushed rock). Curb and gutter will be installed on both sides of the roadway for safety, and for storm runoff collection.
