Reconstruct 3rd Avenue from Irene Street to Greta Street. Two 11-foot HMA lanes with rolled curb and gutter on both sides will be installed, with an 8-foot gravel parking lane serving as a buffer for a 5-foot sidewalk. Storm Drainage facilities will also be installed.
