Existing Conditions
Nob Hill Boulevard is a principal arterial that serves as a main east-west corridor for drivers and pedestrian traffic to access southeastern Yakima. This road is immediately west of the Nob Hill overpass of the BNSF mainline tracks that bisect the City. The area east of the overpass is part of the central industrial/commercial area, and further to the east, Nob Hill Boulevard transitions into State Route 24, providing efficient travel to and from the City of Moxee. This section of Nob Hill directly serves Yakima Valley College (YVC), a large residential district, a commercial district, and a bus route. College students frequently rely on traveling by foot along this corridor and Nob Hill provides an essential travel way to restaurants and other businesses. South 16th Avenue intersects Nob Hill Boulevard one block to the west of the project and is also a principal arterial. As a result of the heavy reliance on Nob Hill, the surface conditions have become poor and continue to deteriorate. The roadway surface contains large longitudinal and transverse cracking along with rutting and spalling throughout the corridor. Most of the existing curb ramps are non-compliant with current ADA standards and are planned to be replaced with this project.
