Existing Conditions
The Laventure Road Widening Project completes a significant complete streets gap and a number of ADA deficiencies between Sigmar Lane and Hoag Road in north Mount Vernon. The existing street is an Urban Minor Arterial and T-3 freight route supporting between 9,000 and 10,000 vehicles per day operating at a high level of service D. This is the connecting street segment between College Way and the new Hoag/Laventure Road signal serving Skagit Valley College (Sigmar Lane is the access for student housing), the College Way Commercial District, Burlington via Hoag Road, YMCA, Skagit Regional Hospital Physical Therapy Clinic, MV Fire District Station 2, area residential neighborhoods, and is the primary commuter route to Sedro Wooly. Existing cross section primarily consists of ten-foot lanes and a ten-foot center turn lane; 80% of the project length has sidewalk on west side only; no bike lanes. The shouldered section of the street (east side) has 1-2 feet of paved shoulder and a near vertical sloped ditch 2-3 feet deep with severely aged CMP culverts. Sidewalk on the west side has multiple ADA deficiencies. Four Skagit Transit stops serve this area and these locations may be adjusted/optimized as required in coordination with Skagit Transit.
