Existing Conditions

The City of Airway Heights has a great need to increase access to transit and multimodal facilities in low-income areas of the City. Residents in the northwest portion of the City are located within an Opportunity Zone, as designated by the U.S. Department of Transportation. Multiple housing developments within 1 mile of 6th Avenue are reserved for 30% to 80% of Median Household Income. Due to the significant congestions on US 2, the Washington State Department of Transportation (WSDOT) developed the Westplains Sub-Area Study and developed strategies to reduce congestion. US 2 has limited right of way and in addition to congestion, has high traffic collision rates. US Highway 2 is a barrier to many resources within Airway Heights, with congestion impacting most primary services within the region including public transportation, school bus transportation, and emergency services.19% of citizens live in poverty (2020 Census) and 40% fall below the ALICE (Asset Limited, Income Constrained, Employed) threshold.

Description of Improvements

In partnership with Spokane Transit Authority (STA), this project constructs partial street multimodal improvements for a mile of 6th Ave, from Craig Rd to Russell St. Roadway improvements, filling missing sidewalks, adding a multi-use lane, adding transit stops (STA 63) enables access to transit and addresses the gaps for access to employment, school (Sunset Elementary), personal and emergency services. The project includes the full street section from Craig Rd to S Ketchum Dr; followed by revamping to Russell St with maintaining the two-lane roadway; a 10-foot shared-use path from Craig Rd to Russell St and sidewalk infill (missing segments); boulevard islands for select segments; STA stops both in directions. Roundabouts at Aspen St and Lawson St are being considered as safety and mobility countermeasures. By improving access and relieving congestion, the City can provide an alternative, multimodal travel route for the City and two tribal properties.
