Existing Conditions

The Tumwater Blvd Interchange on I-5 is essential to the daily commutes of thousands of drivers. Additionally, there are multiple developments that rely on increasing capacity of the interchange to move forward. The City previously conducted a major study and pre-design effort for reconstruction of the entire interchange which resulted in three projects/phases totaling approximately $30 million. Multiple developments will be able to proceed as a result of this first phase of the project included in this application, specifically the northbound on/off ramp intersection. Some such developments are: Tickner Farm Mixed Use Village, which will provide 1,700 residential units; Port of Olympias New Market Industrial Campus Phase 1, which will bring in an estimated 1,598 new jobs; Littlerock Road Subarea, which allows for roughly 1.5 million square feet of commercial and mixed use space. Currently, the northbound I-5 on/off ramp intersection is stop controlled for the northbound leg only. Opposing traffic volumes are high, causing drivers to take unnecessary risks. This project will reduce commute time for a daytime population that is significantly higher than the official population of 25,360, increase safety for pedestrians, bicyclists and drivers, and allow for the creation of additional homes and businesses. The development of these sites will continue to foster a healthy economy in Tumwater and provide essential services to the public.

Description of Improvements

The solution is to improve capacity and safety at the intersection by upgrading to a roundabout at the NB on/off ramp at I-5 and Tumwater Boulevard. This will enable the intersection to handle increased volumes from development and provide a much safer intersection for all users. The design will include the appropriate number of lanes for vehicles as well as routes for pedestrians and cyclists.
