Existing ConditionsWenatchee's Comprehensive Plan identifies McKittrick Street as a vital east-west connection for vehicles, transit, school buses, bicycles and pedestrians. The City of Wenatchee recently received funding for a grade-separated railroad crossing on McKittrick Street approximately 0.3 miles east of Pine Street. Additionally, a federally-funded traffic signal at the intersection of McKittrick Street and North Wenatchee Avenue is scheduled to be constructed in 2022. This roadway section is in poor condition with a pavement condtition index (PCI) rating of 59 in Segments 1-2 and a PCI of 46 in Segment 3. The rapidly declining condition of Segment 3 led to an emergency thin overlay to provide minimal additional life until it can be reconstructed. In addition to poor pavement structure, this span of McKittrick Street offers intermittent sections of sidewalk with limited shoulders and no bicycle facilities. There is one public transit stop in Segment 1 and a second stop on Stella just north of Segment 2. The condition of the street negatively affects children walking to school, motorists and bicyclists. |

The City's pavement preservation plan identifies that Segments 1-2 need an overlay with approximately 10% base repair within the next few years in order to prevent further degradation. Reconstruction of Segment 3 will also be needed in order for McKittrick Street to serve as a primary east-west corridor, as well as handle the heavy equipment regularly driving in and out of the City's public works facility. By providing curb, gutter and sidewalk, this project would close sidwalk gaps that lead to Foothills Middle School and its many sports fields that are used extensively by children and parents for youth sports. Furthermore by widening the road, this project would extend bike lanes further west on McKittrick Street in conformance the Wenatchee Valley Bicycle Master Plan. Additionally, this project would provide storm drain infrastructure further up McKittrick Street where it currently does not have any with the exception of a small drywell system in front of the public works facility and the apartment complexes just west of Stella Ave.
