Existing ConditionsThe current road base is concrete pavement covered with multiple asphalt overlays. N. 1st St. is a WSDOT T-3 Truck Freight Corridor, with an average of 1,310 commercial trucks per day. The roadway surface condition is poor with longitudinal, transverse, alligator cracking, rutting, and spalling along the corridor. The most severe cracks are at locations of underlying concrete panel joints. The curb and gutter, sidewalks, and curb ramps, along both sides are also deficient. Additionally, the water mains under the roadway are 50 to 75 years old and will be replaced. |

Reconstruction of N. 1st St. from MLK Boulevard to 'J' Street. The project will include curb and gutter, sidewalks, ADA-compliant curb ramps at all intersections, storm drainage facilities, illumination system, pedestrian lighting, two traffic signals, in-ground planters with street trees, on-street parking removal, add bike lanes and domestic water main replacement.
