Existing Conditions

The current road base is concrete pavement covered with multiple asphalt overlays. N. 1st St. is a WSDOT T-3 Truck Freight Corridor, with an average of 1,310 commercial trucks per day. The roadway surface condition is poor with longitudinal, transverse, alligator cracking, rutting, and spalling along the corridor. The most severe cracks are at locations of underlying concrete panel joints. The curb and gutter, sidewalks, and curb ramps, along both sides are also deficient. Additionally, the water mains under the roadway are 50 to 75 years old and will be replaced.
