Existing Conditions

A new high school for Central Valley School District (CVSD) is currently under construction at the project location along the south side of Country Vista Drive. As shown on the attached exhibits, the new school will have its primary access point tying into Country Vista Drive, which is an arterial that receives close to 12,000 average daily traffic trips and has a speed limit of 45 mph. In the planning stages of the new school, the City worked with CVSD to complete a traffic impact analysis which raised serious concerns about the ability to maintain a safe and adequate level of service with a standard stop-controlled connection into Country Vista Drive. In addition to the capacity and turning movement concerns, there are also pedestrian safety concerns due to the increased foot traffic generated by a new school. The project location currently doesn’t have any pedestrian crossing with approximately one mile in either direction, and due to the road width and speed limit it would be a dangerous crossing situation without significant improvements.

Description of Improvements

As part of the Traffic Impact Analysis the City and CVSD evaluated the level of service of the new intersection and determined that a traffic signal was the best solution to provide an acceptable level of service for the intersection, and provide the safety expected by the community and school district. In addition to the anticipated poor level of service of the intersection without a signal, there are also concerns of the safety of having young drivers being able to recognize acceptable gaps in traffic on Country Vista Drive when factoring in the 45 mph speed limit. The signal will also improve pedestrian safety by providing a crossing point across Country Vista Drive.
