Existing Conditions

The lane widening project will resolve an existing safety and access issue at Life Care Center's driveway.. This same safety issue will also impact access at the proposed Behavioral Health Stabilization Campus if the widening does not occur. With over 18,000 vehicles per day using SR 20 in this vicinity, the present two-lane configuration results in vehicle conflicts during peak hours when eastbound vehicles seek to make a left turn to the existing and proposed driveways. Ten recent accidents (2016-2018 Crash Data) related to the Life Care Center driveway underscore the challenges that this location faces. Furthermore, the extended center turn lane between Holtcamp Road to Hodgin Street would include four more driveways with similar issues. The proposed Campus will retain and expand critical behavioral health facilities for the city & region that are being relocated as part of the redevelopment of the Sedro-Woolley Innovation for Tomorrow Center (SWIFT Center - former Northern State Hospital campus) located within the city.

Description of Improvements

Add a continuous center turn lane to SR 20 from Holtcamp Road to Hodgin Street match existing center turn lane improvements beginning at Hodgin Street; add a continuous guard rail on the north side of SR20 from Holtcamp Road to Hodgin Street for the portion of the widening that is adjacent to Brickyard Creek; add guard rail protection at six existing transmission power poles located on the south side of SR 20; add a bottomless culvert to provide new access to the site of the proposed Behavioral Health Stabilization Campus; and add illumination at the proposed entrance to enhance visability at night.
