Existing Conditions

Argonne Road at Montgomery Blvd. is one of Spokane Valley's highest ADT roads (35,000 vehicles) and has one of the City's highest exposure to truck traffic (15% trucks). The full-depth road section has failed and the signalized intersection is a bottleneck that contributes to the corridor's severe congestion, impacting the movement of people and goods throughout the region and state. Around 2000, Spokane County reconstructed Argonne Road between I-90 and Montgomery Avenue. The contractor failed to provide an acceptable road base and it failed by 2005. In 2006, Spokane Valley (incorporated 2003) completed a heavy grind and inlay to extend the pavement life. Over 2016 and 2017, the City was forced to again grind and inlay much of the roadway, including the intersection at Montgomery Avenue. This ""band-aid"" was hoped to provide another 5-7 years until the City can reconstruct the roadway. The most critical portion of the road segment is at the project intersection. The intersection cannot sustain the traffic loads and volumes associated with the T-1 freight corridor.

Description of Improvements

First, reinforced concrete reconstruction will hold up against the long-term traffic loads in the corridor. Concrete will extend south and east of the intersection for northbound and westbound traffic entering the intersection (approx. 350 feet each direction), which is where a majority of truck traffic will experience start-stop movements. The north leg's concrete will connect into the existing concrete immediately north of the intersection. The west leg of the intersection may have an extended concrete section for traffic entering the intersection but it is not expected to have the same length as the south or east legs due to the lower traffic loads. Second, the existing signalized intersection will be reconfigured to accommodate dual left turns for Montgomery Avenue's westbound traffic turning south on Argonne. The existing split-phased signal timing for traffic on Montgomery Avenue will be revised to allow concurrent-phased signal timing. This improvement will help eliminate significant delays associated with the signal's full-cycle time during the corridor's peak hours. In addition to those listed above, this project aligns with other recent preservation projects which reinforce the City's focus on the Argonne Road/Mullan Road Corridor: 2019 Argonne Road from Valleyway Avenue to Broadway Avenue, 2015 Mullan Road from Sprague Avenue to Broadway Avenue and 2015 Argonne Road from Appleway Avenue to Sprague Avenue.
