Existing Conditions Many of our streets have the potential to be seal coated with chip seal for preservation, but there are portions of these streets that need significant pre-level work with HMA. The HMA pre-level work should be done at least year prior to the seal coat because fresh HMA tends to adsorb the oil to quickly, which results in poor adherence of the rock chips.
