Existing ConditionsChina Garden Road is one of the main roads providing access from unincorporated Cowlitz County the the core of the City of Kalama. The existing hill to the south of the road drops away quickly, and there is no guardrail to stop errant vehicles. The existing asphalt is showing fatigue (cracking), allowing water to infiltrate into the subgrade. Hydrodynamic pressure from traffic loading and freeze-thaw action increase pavement degradation. |

The roadway and subgrade will be excavated and replaced. By adding guardrail to the south side of the road, motorists will be protected from unrecoverable falls.
