The Peace Portal Community Trail has been constructed in multiple phases from downtown Blaine to its current terminus at Hughes Avenue and additional planned phases to the southern City limit at West Road are adopted in both the Transportation Element of the Blaine Comprehensive Plan and the City of Blaine 2026-2031 Six-Year Transportation Improvement Program. The Peace Portal Community Trail is included in Blaine citywide Active Transportation Network, as well as the Whatcom County Active Transportation Network all the way to the City of Ferndale. WTA Route 75 serves Blaine and Birch Bay, but currently, people walking, biking, and rolling to several WTA bus stops along SR 548 must walk along uneven, undefined, and unpaved shoulders and gravel parking aprons next to the roadway. The City of Blaine is trying to focus on infill growth supported by multimodal transportation improvements that allow more people to walk, bike, and roll instead of driving everywhere.

Project Description
Phase 3 of the Peace Portal Community Trail will extend the paved 10-foot-wide multiuse pathway 1,800 linear feet to the southeast to the City of Blaine welcome sign at the Shell gas station.
