Pedestrian mobility is desired and requested by the residents, schools, and businesses for a long time along 91st Avenue SE. There are four nearby schools Lake Stevens Middle, Skyline Elementary, Lake Country Preschool, and Hillcrest Elementary. Multiple neighborhoods only exit is along 91st Avenue SE. Nearby businesses include Frontier Village businesses and Costco. For Community Transit access, the lack of sidewalks, and stops on the shoulder hurt ridership. There are nearby recreational opportunities like the Bayview Trail, and future South Lake Stevens Multiuse Path which will create access to the regional Centennial Trail. Currently, there is a shoulder for pedestrians along 91st Avenue SE, but with a high ADT and fast traffic speeds, many pedestrians do not feel safe walking. Sidewalks for all gaps on 91st Ave SE were divided into three phases, and are included in the Transportation Benefit Program. This is the last phase for 91st Avenue SE to complete pedestrian access.

Project Description
A multi-use path and vegetated shoulder will be built, with stormwater improvements. All existing ADA ramps will be upgraded and in compliance. Traffic calming elements and illumination are included.

Project Benefits
- - The 91st Avenue SE Multiuse Path is the last pedestrian and bicyclist gap in the neighborhood. Elements from the WSDOT Active Transportation Manual are included. Users on the multiuse path will be protected from drivers by a vegetated buffer. Pedestrian illumination is included to provide safety and comfort at night and dusk. - Traffic calming elements include speed cushions and lane narrowing. The speed limit will be reduced to 25 mph. - Access to existing Community Transit stops will be improved and the city will work with Community Transit to upgrade bus shelters.
