Bellevue City Council initiated the Bike Bellevue program in response to strong community interest in improving the safety and connectivity of the bike network within urban core areas of the city. Eleven Bike Bellevue corridors were evaluated, each providing connections within the core via different routes. The corridors included access to the regional active transportation facilities of Eastrail and the SR 520 Trail as well as frequent transit network stops and light rail stations. The NE 2nd St corridor identified in this application is a high priority as one of the 11 identified through this process for which a preliminary project concept was developed. The NE 2nd St project connects riders with Downtown Park, dense commercial services, retail space, transit, housing destinations, as well as the existing 108th Ave NE Bike Corridor. The citys Transportation Commission, following its public process, affirmed the value of this project concept and recommended it for implementation.

Project Description
This project will install buffered and striped bike lanes, bike signals, two-stage turning boxes, repurpose select on-street parking for active transportation use on NE 2nd Street from Bellevue Way to 108th Ave NE.

- This project will install buffered and striped bike lanes, bike signals, two-stage turning boxes, repurpose select on-street parking for active transportation use from Bellevue Way to 108th Ave NE. This corridor is identified in the citys Mobility Implementation Plan as a location in need of improvement. With no existing bike facilities and its inclusion on the citys High Injury Network (HIN), this corridor does not meet the citys Level of Traffic Stress (LTS) targets. Flanked by current bike lanes east of 108th Ave NE and new bike facilities to be built in 2026 west of Bellevue Way, NE 2nd St is a gap in the bike network. The NE 2nd St corridor connects to Downtown Park, grocery stores, restaurants, and multi-family housing;
- as well as bike corridors such as 108th Ave NE (a north-south spine through West Bellevue) and the Lake Washington Loop trail (regional connection to Downtown Bellevue). Community members requested improved bicycle facilities on NE 2nd St and its intersections. This request is not surprising since 62% of bike crashes in Bellevue occur at intersections (per recently completed road safety audits through June 2025). This project addresses community feedback and crash data. It fills a network gap. It helps the city meet LTS targets, creating a safer, complete street for people walking, biking, and driving by separating sidewalk, bike lane, and motor vehicle travel lanes, and increasing the comfort for all who travel this corridor.
