Pedestrians regularly reach the end of ex sidewalk on Lybecker at either Stadium Way and/or Upper Dr, then end up proceeding north/south to/from McGee Park within the active roadway along the east side of Lybecker. Sidewalk infill at this location has been discussed and requested by the public for many years, but the topographical constraints have made it difficult to construct with min available street funds.

Project Description
Construct 265 LF of new concrete sidewalk with 3 ADA curb ramps. Project includes earthwork for and installation of a modular block wall w/ safety fence along the top, and other misc incidental work.

Project Benefits
- This project will enhance pedestrian safety and accessibility along Lybecker Rd from Stadium Way north to McGee Park. This route is well-used by residents and students who travel on-foot to/from Stadium Way, primarily utilizing the McGee Park sidewalk that leads to/from Hillside Dr. The topography and layout of streets in this general vicinity north of Stadium Way is challenging, with this being the shortest travel route (by far) between Apartment Land to the north and the western portion of the WSU campus. Stadium Way is classified as an Urban Other Principal Arterial and remains an important connection point to both WSU and key activity centers w/in the City of Pullman. A combination of existing bicycle/pedestrian facilities already exist along the length of Stadium Way, which is also served by Pullman Transit. A bus stop is located directly southeast of the Lybecker/Stadium Way intersection. This stop is used on over 50% of the total routes that Pullman Transit typically services. In the fall of 2025, a grant-funded City project will install a new RRFB crossing across the east side of this same intersection. With this completed, the need for sidewalk infill commencing directly north from here (as proposed with this project), will be increasingly more critical. Construction of three new ADA curb ramps is included in the project, improving safety and mobility for people with disabilities while also providing a smooth transition from sidewalk to street for all users.
