Columbia Heights Road between Fishers Lane and Cascade Drive is a narrow, two-lane minor urban arterial serving as a local connector between residential areas and arterial roads in Longview, Kelso and Cowlitz County. The roadway is located on a steep hillside with sub-standard road condition. The existing pavement is 20 feet wide with 0 to 1-foot gravel shoulders, and the alignment is winding and constrained by topography. A large, unprotected ravine borders the south side of the road, presenting a significant safety hazard due to the absence of guardrail or barriers. On the north side, a deep (approximately 4-foot) open drainage ditch further restricts the roadways functional width and poses a hazard to errant vehicles. The corridor has very limited stormwater infrastructure, resulting in continual surface water issues on the roadway. Poor drainage leads to ponding and creates icy conditions in winter, which contributes to roadway hazards, slippery conditions and maintenance challenges. There are no sidewalks, or shoulders, severely limiting access for pedestrians, school children, and other non-motorized users. Illumination is limited, reducing nighttime visibility and overall corridor safety. Pavement condition is poor resulting in rough ride. This segment is functionally deficient and poses risks to both vehicular and non-motorized users. Improvements are needed to preserve mobility, enhance safety, and maintain the integrity of the corridor as a vital local connector.

Project Description
The proposed project will provide the following improvements widen the roadway to 22 feet, or two 11 feet lanes install 4-foot sidewalk with 5-foot sections every 200 feet to meet AFDA requirements install new driveway approaches to meet ADA requirements install guardrail along the ravine side replace the open ditch with closed stormwater conveyance system and provide detention capacity upgrade lighting with new LED fixtures to improve visibility and safety grind and overlay the pavement to extend the life of the roadway by restoring a smoother surface, improve ride quality, and address surface level distress.
