The E Howard Street / Chestnut Street intersection remains the sole intersection necessitating upgrades according to the Comprehensive Plan. Situated at the confluence of two minor arterials, Chestnut Street is currently stop-controlled, with a 50-ft offset in the through movement. These geometric and intersection control constraints have resulted in an existing Level of Service (LOS) of E, and a projected LOS of F by the year 2040.

Project Description
The implementation of a roundabout is projected to elevate the Level of Service (LOS) from E to A on opening day and maintain this improved LOS throughout the 2040 design year. The proposed roundabout will be incorporated into the Citys forthcoming Infrastructure Repair and Replacement Program (IRRP) project. The Howard Street IRRP project will replace all water, sewer, and roadway infrastructure between Juniper Street and Bryant Street along Howard Street.
