Umptanum Rd and Anderson Rd is a junction of two minor arterials providing primary access to the City of Ellensburgs west side industrial zone and the Citys two largest recreational parks. This part of the City is also a Washington State, Department of Commerce, Opportunity Zone. WinCo Foods acquired 118 acres of vacant land immediately north of this intersection and has begun the construction in 2024 for a new permitted grocery distribution center with a maximum build out of 1,116,000 sqft. Based on the WinCo Traffic Impact Analysis, the current configuration will cause the intersection to reach the Citys Level of Service threshold (LOS C) with the first phase of the project. The City is also planning to construct a Community Fieldhouse in Rotary Park adjacent to the WinCo project site. The TIA for this project shows a service level failure of LOS D after full build out of the Fieldhouse and WinCo distribution center.
