Barker is a two-lane minor arterial fronted by residential properties that originated as a rural county road with gravel shoulders and low traffic volumes. The segment between Sprague and 4th supports north-south travel between Liberty Lake, Spokane Valley, and Spokane County and provides access to Sprague Avenue, Interstate 90, and the Citys Northeast Industrial Area. This segment lacks urban roadway features necessary to safely serve existing and future users. A narrow, deteriorating asphalt path exists intermittently on the west side of Barker, but there are no continuous sidewalks, bike lanes, ADA-compliant facilities, lighting, or stormwater infrastructure. Barker, Sprague, 2nd and 4th are all designated Safe Routes to School serving Greenacres Elementary and Ridgeline High School. The absence of basic multimodal facilities and traffic calming elements creates barriers to safe travel for pedestrians, cyclists, and drivers alike. No transit service currently exists.

Project Description
This project reconstructs Barker Road between Sprague and 4th Avenue to a three-lane urban arterial, including one lane in each direction and a continuous center turn lane. The upgraded section will include curb, gutter, and stormwater conveyance with infiltration treatment, as well as new sidewalks, ADA curb ramps, and bike lanes on both sides of the corridor. Corridor lighting will be installed to improve visibility and safety for all users.
