Barker is a two-lane minor arterial fronted by residential properties that originated as a rural county road with gravel shoulders and low traffic volumes. 4th Avenue is a paved, two-lane local access street with gravel or grass shoulders and is side-stop controlled at Barker. Barker currently serves as a key north-south arterial providing access between residential developments and Sprague Avenue, 4th is currently a stop-controlled intersection, and presents safety risks. Barker and 4th are both designated safe routes to Greenacres Elementary, and the 2021 opening of Ridgeline High School has increased multimodal traffic volumes in the corridor. No transit service exists.

Project Description
The project will construct a single-lane roundabout at the intersection. The roundabout will include splitter islands, lighting, signage, and channelization to improve safety and visibility. Pedestrian and bicycle access will be provided via a 10-foot shared-use concrete path and ADA-compliant curb ramps. The roundabout will also help maintain lower vehicle speeds along the length of the corridor. Stormwater runoff will be managed through closed conveyance systems and bioinfiltration facilities that meet enhanced treatment standards.
