The project is on a T-3 Truck Route with a current ADT of 11,721 with a projected 51% increase in traffic volumes by 2036 per the City Comp Plan. The existing 22 ft travel way width is substandard, rutted, and raveling, with evidence of subgrade failure. Main street is within Mixed Use Commercial, Residential Low and Medium Single Family, and Residential Office zoning. As such, pedestrian generation is high. Pedestrians must walk on uneven gravel shoulders to access local businesses, homes, and transit facilities. Mailboxes and other structures are within the Pedestrian Access Routes (PAR), resulting in paths that are 3 feet wide. The narrow PAR discourages pedestrian use and does not meet ADA standards.

Project Description
The roadway will be reconstructed and widened to current standards. ADA compliant sidewalks and ramps will be installed on both sides of the street and at crosswalks. The proposed 5 ft shoulders will be clearly delineated and provide a safe route for bicycle users. The proposed shoulders and sidewalk will connect to existing shoulders and sidewalks, thus providing safe access and connectivity. Roadside hazards will be relocated outside of the clear zone. A new illumination system will be installed. A rectangular rapid flashing beacon (RRFB) will be installed near the transit facility to increase pedestrian safety for pedestrians crossing the road. Stormwater will be treated and detained.
