The existing 3rd Avenue is a primary street in the City's Central Business District. The road is part of the City's historic downtown district and is heavily used for parking, pedestrians, freight movement and commercial traffic. The current roadway surface and sub-grade is in a deteriorated/failing condition, is not striped, has minimal formalized and paved parking, and has inadequate drainage and illumination. The existing road does not provide ADA compliant pedestrian facilities, and pedestrians and bikes share the existing unstriped street with vehicles which creates safety concerns for all users. Freight movement is inefficient with limited space for designated freight loading/unloading.
