N Street between 6th and 15th St is a North to South urban collector serving a residential neighborhood in the west end of downtown. N Street is the primary route connecting the industrial zone comprising Port of Port Angeles and marina to the international airport. N Street resides along a transit line, and connects to the regional transfer station, permanent supportive housing, and the Olympic Discovery Trail. N Streets current physical condition consists of poor and failing pavement, alligatored asphalt, drainage issues, and settling curb. Multi-modal facilities are lacking with poor walkability due to intermittent sidewalk and no dedicated bicycle facilities. According to the Washington State Disparities Map, N Street is within a census tract showing a high rank of Transportation Expense burden indicating a need for walkability and multi-modal mobility improvements. A speed feedback sign was placed due to neighborhood complaints of speeding on the 25-mph road. Data determined the need to address further speed management and traffic calming measures.

Project Description
The project proposes to reconstruct the pavement between existing curb and gutter. The proposed cross-section consists of two 10 vehicle lanes, an 8 parking lane on one side, and variable width (10-16) shared use path with a 2 buffer and vertical elements. Ten ADA ramps will be constructed and twenty ADA barriers removed. To address speed and sight distance, the project includes chicanes with median islands at the approaches to the 10th Street intersection, as well as clearing and grubbing. To address undersized, damaged, and poorly functioning storm drain components, the project proposes multiple improvements.
