Growth has come to Arlington, Darington, and NE unincorporated Snohomish County to satisfy Washingtons need for housing and industrial jobs. Along with this growth comes increased vehicle and freight traffic which has significantly increased traffic on SR-530, the only state highway connecting this area to I-5. Traffic volumes on SR-530, a two-lane rural highway, have increased from 14,000 ADT in 2013 to 23,000 ADT in 2024. A major problem with this increased traffic is the ability of vehicles and freight haulers is congestion and mobility, there is difficulty moving along SR-530 through the Island Crossing area and difficulty accessing SR-530 from Smokey Point Blvd (currently 5,400 vehicles from SPB access onto SR-530). The SR-530 and Smokey Point Blvd intersection is a bifurcated intersection with one leg of the triangle controlled by a temporary signal (west leg). This project provides a solution to the uncontrolled Smokey Point Blvd intersection with the construction of a roundabout. Some of the problems associated with this intersection include- Operates at a Level of Service (LOS) F- Traffic backs up onto the I-5 onramp and into I-5 travel lanes- Traffic on Smokey Point Blvd backs up for mile- There is a Pilot Travel Center where 100+ semis fuel and rest, it is extremely hard for these semis to reenter on to SR-530 and I-5 due to congestionImprovements are needed at the SR-530 and Smokey Point Intersection to improve traffic flow through this area.

Project Description
The problem is congestion and lack of mobility due to a poor intersection design not being capable of accommodating loading from all legs. The solution is to design and construct a better intersection. Arlington noticed the growing intersection congestion and worked with WSDOT to install a temporary span-wire signal on the west leg of this bifurcated (triangle) intersection until a permanent solution could be designed. After the installation of the temp signal, Arlington joined with the Stillaguamish Tribe and Snohomish County to work on a fix to this intersection (major stake holders).Several intersection designs were evaluated the best solution was installation of a roundabout on the east leg of the SR-530 and Smokey Point Blvd bifurcated intersection. The west leg of the intersection would remain to for east bound SR-530 traffic traveling south on to Smokey Point Blvd. An Intersection Control Evaluation (ICE) was completed and channelization plans drafted both of these documents were approved by WSDOT and are included in the application. The proposed solution will eliminate congestion and greatly increase mobility for all legs of this intersection it will move the intersection from a LOS F to a LOS B. The design is currently at 90%, Cultural Resource Assessment is complete, NEPA is ready for submittal, and all ROW needs have been identified and agreed to between the City of Arlington and Stillaguamish Tribe. This solution is ready for construction.
