A significant number of crashes are occurring from nearby side streets where cars are unable to navigate the space with high speed vehicles and the large number of conflicts to manage. Pedestrians and cyclists have been severely injured as a result, creating a need to scope safety improvements on the corridor. The S 128th St corridor has been identified as a high priority corridor for safety improvements based on crash history, High Injury Network (HIN) analysis, High Risk Network (HRN) analysis, presence in the Overburdened Communities of WA area, and community/stakeholder input. This segment is located on both the All Modes and Bike/Ped HINs, with 121 total crashes, 7 of which are classified as KSI. Vehicles exiting SR 509 are maintaining high speeds through the corridor, in many cases exceeding the posted speed limit.

Project Description
The proposed scope of work includes re-channelization of the roadway by narrowing existing lanes to 10 and 11 respectively, constructing new sidewalks with buffers where feasible on both sides of the roadway, new medians to restrict vehicle access from side streets, new ADA curb ramps, crosswalks and other roadway striping, and a 2-inch grind/overlay. The primary countermeasures for this corridor include access management to separate and restrict vehicle movements where a high number of crashes are occurring (e.g. S 128th St 4th Ave S), reconstruction of intersections including tightening curb radii and other geometry changes to slow turning vehicles and increase sight distance, curb extensions, lane markings, and crosswalks to encourage more visible and safer spaces for pedestrians to cross intersections, buffered sidewalks to help separate pedestrians from vehicle lanes providing a more comfortable and safe facility, and other safety elements to help reduce vehicle speeds.
