The 24th Ave S corridor project is a critical north-south arterial roadway between Kent-Des Moines Road and South 216th St providing continued access to the Sound Transit light rail station at S. 200th St and to Sea-Tac Airport further north. In prior years, the City obtained federal funding to improve the 24th Ave corridor north of 216th to the Citys north City limit. The Segment (Segment 2) between Kent-Des Moines and South 223rd St is currently under construction and anticipated to be complete by the end of this year (2025). The Transportation Improvement Board has been a key funding partner of the segment between 223rd and Kent-Des Moines Rd and the section between South 216th and South 223rd is the remaining last .42 mile piece of the 24th Avenue South corridor. Two public schools, multiple churches, Des Moines Creek Business Park, Steven J. Underwood future park expansion, and FAA facilities are all accessed from 24th Ave S. Upon recent completion of the Connecting 28th/24th Ave S project in SeaTac, traffic volumes have increased more than 30% within the project limits as traffic patterns have shifted from SR99 and SR516/SR509. Multifamily land use compromises much of the proposed project segment and the existing lack of sidewalks, narrow shoulders, and roadside ditches combined with increased traffic volumes contribute to an unwelcoming environment for non-motorized users.

Project Description
Phase 2 (Segment 1) of the 24th Ave S corridor improvements (current TIB request) will widen 24th Ave S between South 223rd St and South 216th St. The project will include sidewalks, bike lanes, reduced travel lane widths for traffic calming, two-way left turn lane, storm drainage, and illumination. Pedestrian safety will be improved by the construction of ADA sidewalks on both sides of the roadway and enhanced pedestrian crossings specifically at South 220th St and near South 219th St. Safety and mobility for all modes of transportation will be improved where very limited or no opportunities currently exist. Phase 1 (Segment 2) is currently under construction between Kent-Des Moines Rd and South 223rd St. This current application project will complete the north-south corridor from Kent-Des Moines Rd to SeaTac Airport (S. 188th St) in the City of SeaTac.
