Project Description

This project will complete pavement repairs, and grind and overlay the roadway. First the roadway will be prepared by making repairs to select sections to a depth of 15 inches. Next the roadway will be milled to a depth of 3 inches for the full roadway width and paved back. The roadway would then receive temporary pavement markings. After the paving, HSIP-1147(014) will install all final pavement markings and tubular markers on curb-base and complete several curb ramp replacements to meet ADA standards. Following completion of the repaving and HSIP-1147(014) projects, the roadway will provide improved safety for vehicular travel lanes, bicycle and pedestrian infrastructure, ADA-compliant facilities, reduced speeds, improved crossings, and retention of parking to support local businesses. The facilities will further support multimodal travel by facilitating access to the new Bus Rapid Transit Rapid Ride H Line facilities on 15th Ave. SW. The repaved roadway will also extend the life of the roadway, preventing future costly repairs.

Existing Condition

This project lies within the historically underserved White Center community, a very low-income area of King County. Within the four Census tracts abutting this stretch of 16th Ave., up to 57% of households live at or below 200% of the federal poverty level. Twenty percent of households do not own a car. It is also a very racially diverse area 57% of residents identify as Black, Indigenous, and/or people of color. Thirty-two percent of residents were born outside the United States. More than ten languages are spoken.Daily, hundreds of people travel to eight schools located on or within four blocks of this area of 16th Ave. SW. Dozens of small and large businesses line the route. The segment is a T3 truck route that carries nearly 13,000 vehicles per day. This segments pavement condition scores range from 0 to 22. Significant divots in the road impair cyclist safety. Further degradation of the road will impact businesses and access to the local food bank on 16th Ave. SW south of SW 100th, schools, and neighborhoods. The repair cost will only increase as it further degrades. King County has received an HSIP County Safety award (HSIP-1147(014)) to improve this segments safety for all users, including restriping the roadway from 4/5 lanes to 3 lanes with parking/bicycle lanes, constructing sidewalk and curb extensions, and installing tubular markers on curb base. Because the pavement condition is so poor, the segment must be repaved before this work can be undertaken.
