Pleasant Hill Road is a truck route and an alternate route to I-5 to access north Kelso, which has economic implications to the community. It has also been identified as a segment of the Six River Regional Trail System connecting the north and south limits of Cowlitz County. The road is alligatored with narrow shoulders and lacks guardrail on portions of the west side of the road, making the roadway unsafe for both vehicles and bicyclists.

Provide a 12 in. full depth pavement reclamation (FDR) incorporating 4% Portland cement into the existing road base to utilize the aggregate base. The FDR surface will then be shaped and compacted, and then overlaid with 2 in. of hot mixed asphalt. The drive lanes will be narrowed to provide a wider shoulder for bicyclists and pedestrians, and guardrail will be raised or replaced.
