North 2nd Street is a main arterial that connects the residential portion of Coulee City to US-2, the primary travel route through the region. The current elevations on N 2nd St create areas of extreme cross slopes that make for poor winter driving conditions. The road superelevation is between 8 and 13 percent. Storm water ponding occurs at multiple locations along the road edge, leading to further deterioration and dangerous surfaces during freezing conditions. The existing storm water culvert near the intersection is also deteriorating. There are currently no pedestrian facilities provided along 2nd Street to connect the town to the Coulee City Campground, and there is no access control at the Banks Lake Brew/gas station.

Project Description
The project will pulverize, regrade, cement treat the existing base, and repave 2nd Street. A new curb will be added to both sides of the road with storm drainage facilities, including a culvert. Sidewalk will be added to one side to provide a safe separation for pedestrians and connections to places. Crossing improvements will be made to the intersection of US-2 and 2nd Street.
