For urban funding programs, a VE study is usually required for projects exceeding two and one-half million dollars ($2.5 million) in total costs or in some cases, determined by TIB staff to be necessary for ongoing design of the project.
Usually, the VE Study should be completed when 30% of the design is done. This will assist the remaining design to incorporate any suggested savings from the VE Study to be included in the final estimates.
Yes. Projects selected and funded for only the construction phase or if the project has less than 20% in TIB funding, both are automatically exempted from the VE Study requirement. The Executive Director has the discretion to waive the VE Study requirement if the total project costs less than $5.0 million. The Board has the discretion to waive the value engineering study requirement on any project. The best way to confirm if a VE Study is required is to contact your project engineer.
The lead agency needs to contact State of Washington, Department of General Administration, Division of Engineering and Architectural Service. GA has the Architect/Engineer (A/E) Reference File which has a comprehensive list of facilitators available.
