Existing Conditions

Hatch Rd Phase 1 was funded by TIB in 2022 for 0.5 miles of improvements of this two-phase project. This application is for Hatch Rd Phase 2 (MP 1.10 - MP 1.63) and if funded would result in complete street improvements and conclude construction to this road. Hatch Rd is the main route for a large residential area, elementary School, Bidwell Park and Aquatic Center, and links to US-395. The failing roadway has an ADT of 5,081, and an average PSC rating of 33. The west side of the road lacks sidewalks, bike lanes, and has noncompliant ADA curb ramps. Separated 6ft sidewalks, 6.5ft bicycle lanes, and swales currently exist on the east side of the road. Funding this project would complete infrastructure on both sides of the road. Project improvements include reconstructing the road to new, narrowing drive lanes to 11ft, constructing 6ft sidewalk, a 5ft bike lane, ADA ramps, and adding a new crosswalk with pedestrian island for improved access to Bidwell Park with advanced stop bars and signage. Stormwater is not treated on the west side of the road, but with the proposed project stormwater will be directed to new swales. A substantial amount of single-family residential housing is on the west side of Hatch Rd, forcing residents and students to walk on unprotected gravel shoulder or mid-block cross to access a sidewalk to get separation from vehicles and access the school and park. Hatch Rd is a growing area of the County and intensification of use will worsen road conditions.

Description of Improvements

Spokane County is prepared to contribute the required 20% match to the Hatch Rd project and in effort to demonstrate our commitment to achieving the completion of this project. Two parcels requiring right of way for this project will be paid in full by Spokane County. The project proposes remediating damaged subgrade and repairing distressed pavement to new condition. All traffic signs will be replaced, sidewalk improvements will be completed, ADA improvements, a 5ft bike lane, and a 10ft swale will be constructed on the west side to complete pedestrian infrastructure improvements to match Phase 1 construction objectives. The swale will add additional separation for pedestrians and treat stormwater in place of a gravel shoulder. A new crosswalk at Handy Rd with a pedestrian island, stop bars, new signage, and lighting for improved access to Bidwell Park and the neighborhood elementary school will also be built. The temporary pedestrian island from Phase 1 at Ballard Rd will be constructed as permanent infrastructure within the scope of Phase 2. Reconstructing Hatch Rd with proposed improvements offer better quality transportation options for all ages and abilities and will result in improved safety with added crosswalks, pedestrian islands, advanced stop bars, improved lighting, and by providing pedestrians with separation from vehicular traffic. Reconstructing Hatch Rd will enhance the livability and accessibility for this community for drivers, bicyclists, and pedestrians.
