Existing Conditions

The R avenue corridor is the City main truck route connection from our local refineries to our natural deep water port district as well as our busy marine and commercial fishing and packing industries. R Avenue is also a large transport corridor upgraded in 2017 through elimination of overhead utility conflicts and reduction of permanent obstructions. This route was designed to allow super loads up to 35 high, 25 wide and 125 long to transit the corridor for delivery of modules to the oil refineries on March Point. R Avenue also functions as the secondary access to the City Central Business District as well as access to the San Juan Islands and Canada via Washington State Ferries. The neighborhood directly to the west of R Avenue has been designated in the City Comprehensive Plan as high density residential that is prime for redevelopment. The Comprehensive Plan also identifies the commercial/industrial areas directly to the east of R Avenue as underdeveloped. The traffic growth from the projected development results in three intersections within the project area (28th, 30th and 34th) scoring at a level of service D or E. This project will allow the City to focus on facilitating efficient movement of freight, improving access to jobs, reducing traffic congestion, changes in the freight industry, and improving safety, mobility, and access for all roadway users. Completion of the project will result in a solution that meets the competing needs for the future use of R Avenue.

Description of Improvements

Constructing a roundabout at 30th and eliminating crossing and left turn movements at the intersections of 28th and 34th with a center median will improve mobility at these three intersections upgrading 30th Street to a level of service A and 28th and 34th to a level of service B in the 20 year planning horizon. These improvements along with restricting crossing movements at 32nd to westbound only will also reduce conflict points and significantly reduces the volume and risk of side impacts crashes and the severity of crashes that may occur. The project provides for improved pavement condition and ADA accommodation along the corridor while emphasizing multi-modal facilities and non-motorized uses including protected bike lanes, wider sidewalks, safe pedestrian crossings, and plantings to enhance the aesthetics of the corridor. The Project will provide upgraded stormwater facilities including low-impact development (LID) to provide a reduced environmental impact from the roadway. Improved vehicle and active transportation access across and along R Avenue will provide connectivity from the high density residential neighborhood and the commercial services along Commercial Avenue to the west to the existing and projected commercial/industrial development to the east for all modes.
