Existing Conditions

Noll Road is the primary north-south transportation arterial connecting east Poulsbo and SR305 to existing and future residential development, the North Kitsap schools campus (elementary, middle, and high schools), and the communities of Kingston, Suquamish, Bainbridge Island, and Seattle (via the Bainbridge Island ferry). Noll Road North Segment 3B is currently a one-lane gravel drive (Maranatha Lane NE) serving about 15 residences between Lincoln Road NE and Kevos Pond Drive. This roadway does not currently connect through and there is a missing pedestrian route from the residential neighborhoods to the North Kitsap School Campuses as well as a lack of emergency vehicle access to the segment in general. This project will construct and complete a gap in the system for both vehicles and nonmotorized users. It will also improve health and safety by providing emergency vehicle access. In addition there are no stormwater facilities in the segment, and this project will improve drainage and provide enhanced treatment including the installation of LID features.

Description of Improvements

This project is part of the overall Noll Road Corridor project which is anticipated to be completed in three phases. Noll Road North Segment 3B will complete about 1,200 lf of new roadway and shared use path providing a connection between Kevos Pond Dr. and Lincoln Rd which in turn provides connection to Noll Road, Hostmark Street, SR305, and Lincoln Road. Phase 1 (South Segment) of the project is currently under construction and will build a new roadway between SR305 and Noll Road. Phase 1 includes installation of two roundabouts, nonmotorized tunnel under SR305, 4,500 lf of shared use path and new major collector roadway. The project as a whole (all phases) will complete the full 2-mile long Noll Road corridor between Lincoln Road and SR305 improving LOS on the SR305 corridor as well as bringing Noll Road-SR305 intersection LOS from F to B. The corridor improvements will improve roadway capacity, LOS, safety and multi-modal facilities in the 2.04 mile Noll Road corridor and connect schools, neighborhoods, parks, and regional non-motorized networks. The community served by the overall corridor is approximately 100,000 population including Poulsbo, Kingston, Suquamish and Bainbridge Island. The project leverages multiple funding sources and is slated for construction in multiple phases over a period of years. The project has been evaluated and recommended in multiple local and state studies and plans.
