Existing Conditions
Hatch Road is the main north-south route for a busy neighborhood, Midway Elementary School, the renovated 20-acre Bidwell Park and Aquatic Center, and links to US-395. The existing roadway has been in service for 25 years, has an ADT of 7,472, and is in failing condition with a weighted average pavement surface condition (PSC) rating of 16. Existing conditions consist of 13ft drive lanes, the road lacks crosswalks to access amenities, lacks ADA curb ramps, bike lanes, sidewalks, and storm water infrastructure on the west side of the road. A substantial amount of single-family residential housing is on the west side of Hatch Road, forcing residents and students to walk on the unprotected gravel shoulder of the road to get to the only crosswalk on Hatch Road or mid-block cross to access the sidewalk, the school, or park. The proposed project would reconstruct the road to new, narrow the travel lanes to 11ft, complete pedestrian infrastructure with a 6ft sidewalk, add a 7ft swale to treat stormwater that is currently untreated, add a 5ft bike lane, add/update ADA ramps, add a new crosswalk with a pedestrian island for access to Bidwell Park, relocate the existing crosswalk closer to the elementary school and add a rectangular rapid flashing beacon (RRFB). This is a growing area of Spokane County with new housing, an impending middle school, and a proposed mixed use development which will exacerbate the already deteriorated roadway.
