Existing Conditions

NE Damson Avenue is a two-lane minor collector with an existing pavement cross section which varies from 24 to 36 feet with intermittent curbs, gutters, and sidewalks. Where sidewalks exist, the ADA ramps are non-compliant. The street existing storm drainage is in poor condition and outdated. The asphalt condition has intermittent patching from previous utility work and HMA failures that includes alligator, longitudinal, and latitudinal cracking. There are various objects within the clear zone, including utility poles and vegetation, that create fixed object and sight distance impediments. Where narrow sections of roadway occur, parking on both sides restricts traffic and sight distance. Also, within the project limits Rose Street is a principal arterial with a 3-lane configuration and an unlighted 10 foot multi-use path on the south side. This project extends improvements from the NE C Street project and enhances improvements from the College Avenue/Rose Street project. The current facility is inadequate to the needs of the growing community. The existing roadway width does not support the community multimodal demands to safely accommodate vehicular traffic with bicycle and pedestrian users. The proposed multimodal improvements will help the city attain their connectivity, safety, accessibility, and mobility goals. These goals are identified in the citys Comprehensive Plan and interlaced into their complete street policy.
