Existing Conditions

Lund Ave. will operate at LOS E by 2036 and was identified as the highest priority project in the South Kitsap Transportation Implementation Strategy (2021) which analyzed the full range of transportation needs in South Kitsap. Lund Avenue is a major east-west arterial connecting Southeast Kitsap County to the Bethel Rd. commercial area, downtown Port Orchard, and SR 16. The corridor serves as a bypass to the congested SR 166 through downtown Port Orchard, SR 160 (Sedgwick Rd.) connection to SR 16, and the north-south Bethel Road corridor within Port Orchard. While the Lund neighborhood includes the 209 acre South Kitsap Regional Park, nearby school, and retail commercial (Safeway, Walmart, Walgreens, restaurants, services) areas within walking distance, the Lund Corridor has rural road design lacking basic urban non-motorized facilities and traffic management. Lund Avenues existing paved shoulders serve as the non-motorized facilities for the corridor. The Countys Non-Motorized Advisory Committee (NMC) identified Lund Avenue as a High Priority for pedestrian improvements (NMC, 2020) and Medium Priority for bicycles improvements (2017) based on proximity to schools, libraries, parks, and commercial centers. The Lund neighborhood within the Port Orchard Urban Growth Area (UGA) is an area which has the lowest assessed property valuation per person in the County (26% of the valuation of Bainbridge Island, 55% of Poulsbo and Silverdale.

Description of Improvements

The preferred alternative for the Lund Ave. road segment between Harris and Chase is two lanes with raised median, bike lane, and sidewalk. Current design is a separated (landscape buffer) sidewalk and bike lane adjacent to the travel lane; however, the County is still considering separating and buffering the bike lane adjacent to the sidewalk. The two-lane roadway with median control will significantly improve safety by eliminating left turns and support anticipated growth in traffic. The buffered sidewalk and bike lane will provide safe pedestrian and bike connectivity within the corridor to the South Kitsap Regional Park, schools, and commercial areas.
