Existing Conditions

The City of Oak Harbor is a diverse community with broad needs concerning pedestrian and bicycle facilities along the Citys transportation routes. NE 7th Avenue is a significant east-west arterial, with incomplete and functionally obsolete pedestrian and bicycle infrastructure. The proposed project will create approximately 2000 feet of new and reconstructed pedestrian and bicycle facilities in the project area. The proposed paths and walks will connect several currently disconnected sidewalk and path systems, and will provide continuous safe walking and riding routes along a number of currently used unimproved roadside courses.

Description of Improvements

The solution to the need is primarily provided by the installation of a shared use path along the north side of 7th Ave., which connects sidewalks and bike lane infrastructure separated by approximately 1000 feet. Currently pedestrians and cyclists use a narrow dirt path along the narrow road shoulder between the two systems. In addition, the conversion of an 8 wide portion of Ellis Street, with a road width of 36, to a pedestrian path, both mitigates added roadway pavement, and connects 7th Avenue pedestrian/bike facilities to existing shared use path and park facilities. These two additions complete the current pedestrian priority network in this 25 acre mixed zone area of the City, as shown in the Citys comprehensive transportation plan.
