Existing Conditions

Interstate 90 bisects Bellevue east-west restricting access between the northern and southern sections of the city. There are only three north-south arterial connections where travelers can both cross and access the interstate. The middle crossing at 150th Ave SE and its associated intersections and ramps at Eastgate Way and SE 37th/38th Streets experience serious delays with Level of Service at and approaching LOS F. Rapid land use growth continues both north and south of I-90. Safer, more efficient access for cars, transit and freight vehicles is needed to connect jobs, housing, and retail uses to and across I-90. Bottlenecks identified in the traffic analysis include, (1) long southbound queues backing up beyond SE 28th Street resulting in frequent corridor delays between 8 to 10 minutes per PM Peak Hour trip due to insufficient general purpose (GP) capacity on 150th Ave SE, and (2) lack of sufficient left turn capacity from northbound 150th to westbound Eastgate Way and right turn capacity from westbound SE 37th to southbound 150th which results in queues spilling into GP travel lanes, further exacerbating congestion along 150th. Traffic backups along 150th Ave SE are worsening, especially in the Eastgate Way and SE 37th/38th St vicinities. By 2035 the corridor will be unable to serve over 20 percent of projected demand.

Description of Improvements

Tthe project addresses traffic chokepoints, significant travel time delay and safety hazards, the following roadway and intersection improvements are proposed along the 150th Ave SE corridor in the I-90 interchange vicinity: (1) rechannelize 150th Ave SE southbound to include a new (third) general purpose vehicle travel lane from SE 28th St to SE 38th St; (2) widen the 150th Ave SE/Eastgate Way intersection to add a 2nd northbound left turn pocket on 150th and 2nd westbound receiving lane on Eastgate Way; (3) widen the 150th Ave SE/SE 37th St intersection to add a 2nd westbound left turn pocket on SE 37th St and a 2nd eastbound right turn pocket from the I-90 off ramp to 150th Ave SE as well as eliminate the unnecessary EB left turn option on this leg; (4) widening and channelization improvements along SE 37th St from 150th Ave SE to the I-90 eastbound on-ramp; (5) re-channelization and turn lane extensions on the 150th Ave SE I-90 overpass; and (6) intersection re-channelization and signal enhancements at the intersection of 150th Ave SE and SE 38th St. All improvements are designed to increase roadway capacity, reduce travel delay, and improve safety by improving the predictability of traffic flow and eliminating ambiguous merging areas. These improvements are expected to serve projected vehicle demand and reduce per PM Peak Hour trip delay by about 5 minutes (over 50 percent).
