Existing ConditionsThe substandard intersection of Rock Island Road and 3rd Street SE is providing a deficient LOS. Users experience excessive delays, congested bottlenecks, and vehicular collisions due to increasing traffic volumes, current intersection configuration, and limited site distances. A preliminary traffic model (see attached), determined that the current stop-controlled intersection experiences a LOS F for southbound left-turn movement and a LOS E for all northbound moments. The traffic model projected that all stop-controlled movements will be at a LOS F by 2039. There is no designated crosswalk for pedestrians to access the north/south sides of the intersection. Intersection is not ADA accessible and lacks adequate pedestrian safety measures. Both Rock Island Rd and 3rd St SE provide vital connections to SR28, the Central Business District, the General Commercial District, and local residences.The City's planned relocation of the police station to Rock Island Road approximately 2 blocks to the north creates an additional need for improved traffic flow through this intersection to aid in emergency response times. |

Converting the substandard, stop-controlled intersection to a signalized intersection will correct the currently deficient LOS at Rock Island Road and 3rd Street SE. Existing vehicular volume meets MUTCD's warrant criteria for supporting a traffic signal (see attached). A traffic signal will reduce the frequency and severity of vehicular collisions, reduce traffic delays, increase traffic capacity, slow excessive traffic speeds while improve the traffic flow along this vital corridor. Highly-visible, marked crosswalks with properly placed signal controls will improve pedestrian accessibility. Additionally, intersections improvements will provide ADA accomodations. In addition, the projected 2039 LOS for the entire intersection will be a "B" classification with the proposed signalized intersection (LOS results attached).
