Existing Conditions

There are missing segments of sidewalks, including gaps over 1,500’ long. People walk along the unimproved roadway shoulders. There are no bike facilities, limiting access to other bicycle facilities on 18th Ave SE, Hoffman Rd, and the Karen Fraser Woodland Trail. This trail crossing of Fones Rd SE has atypical and confusing design, and there have been several crashes at this location, including a fatal pedestrian collision in 2018. Fones Rd SE experiences congestion both at intersections and because the roadway changes between one and two travel lanes several times, resulting in drop lanes and bottlenecks. There are 44 driveways and side streets along Fones Rd SE and approximately one-third of collisions were related to vehicles entering and exiting driveways. There are several truck generators and there is a need to improve access and safety at driveways. Fones Rd SE is the only north-south street for 1.67 miles that connects between Pacific Ave SE and 18th Ave SE/14th Ave SE, which creates a greater need for transportation facilities along this corridor.

Description of Improvements

The project will reduce the speed limit from 35 mph to 25 mph. Between the Karen Fraser Woodland Trail and 17th Way SE, construct 7’ sidewalks, 5’ raised bike lanes on both sides of the street, curbs, and 6’ planters. Between 5th St SE and the Karen Fraser Woodland Trail, construct 7’ sidewalks and 6’ planter strip buffers on east side of Fones Rd SE, and on the west side construct 7’ sidewalks. Construct two southbound lanes, one northbound lane, and a center turn lane between just south of Pacific Ave SE and the south Home Depot Driveway. At the south Home Depot driveway intersection, construct a compact roundabout with marked crosswalks and center refuge islands. The project will install median for approximately 350’ near 5th St SE. At the Karen Fraser Woodland Trail crossing, install a raised crosswalk, pedestrian lighting, signage, and a median refuge island between the southbound and northbound travel lanes.
