Existing Conditions

The community needs this project to support economic growth, relieve congestion, and improve safety. Costco Wholesale Corporation is headquartered in Issaquah and their campus is growing. The City of Issaquah and Costco have a development agreement to expand their corporate campus by up to 1,500,000 square feet. The development agreement identified three transportation projects that were needed to support the development and this project is the third and final transportation project. The City’s comprehensive plan has determined future growth will be within the Central Issaquah Area. This project is in Central Issaquah and is needed to relieve existing and future congestion from Costco’s expansion and redevelopment of Central Issaquah. The project is needed to improve safety at this high accident location. The 95th% queue exceeds storage capacity, causing frequent rear end collisions and collisions at the PCC driveway. Collisions are also occurring during the permissive portion of the left turn phase from westbound 12th to southbound SR 900.

Description of Improvements

This project will construct an additional left turn lane from westbound 12th Avenue to southbound SR 900 and an exclusive right turn lane from northbound SR 900 to eastbound 12th Avenue. The added turning capacity will reduce congestion by decreasing delay and queue lengths. The reduced queue lengths as a result of this project will help minimizing frequent rear end collisions for northbound and westbound traffic and collisions at the PCC driveway, due to left turning queue that extends past several commercial driveways. The project will eliminate the permissive portion of the left turn phase from westbound 12th Ave to southbound SR 900, which is another frequent collision at this intersection.
