Existing Conditions

Noll Road is the primary north-south transportation arterial connecting east Poulsbo and SR305 to existing and future residential development, the North Kitsap schools campus (elementary, middle, and high schools), and the communities of Kingston, Suquamish, Bainbridge Island, and Seattle (via the Bainbridge Island ferry). Noll Road North Segment 3A is currently a gravel drive (Langaunet Lane) serving about 10 residences between Mesford and Kevos Pond Drive. This access does not currently connect through and there is a missing pedestrian route from the residential neighborhoods to the North Kitsap School Campuses as well as a lack of emergency vehicle access to the area in general. This project will construct and complete this connection for both vehicles and nonmotorized users. It will also improve health and safety by providing emergency vehicle access. In addition there is no stormwater drainage along this route, and this project will improve drainage and provide enhanced treatment with the installation of LID features.

Description of Improvements

The project benefits the community through the completion of a missing connection and provides nonmotorized access between residential neighborhoods and the school district campuses as well as the larger City network. This project will reduce congestion, improve access to housing, reduce accidents, and improve local and nonmotorized systems that provide healthy transportation options.
