Existing Conditions"The City of Arlington recognized that the Smokey Point neighborhood along 172nd Street (SR 531) would grow and develop into a commercial center. Traffic along 172nd Street (SR 531) to/from Interstate 5 (I-5) has increased significantly due to the Snohomish County expansion east of Arlington and due to growth of the Arlington Manufacturing and Industrial Center. With the increased traffic, there has been an increase in accidents along this section of 172nd Street (SR 531) - 90 accidents over the past three years. Development along this section of 172nd Street (SR 531) has been on going with the addition of a hotel, a medical center, a storage facility, and a soon to open 255 unit affordable (i.e. low-income) senior apartment complex. Once the senior apartment complex opens in 2020, there will be many new pedestrians on this corridor looking for safe crossing from the north side of 172nd Street (SR 531) to a shopping center (Walmart, Safeway, etc.) on the south side of 172nd Street (SR 531). With all of this new development, there is a need for traffic calming, safe pedestrian crossing, and transit facilities. " |

Description of Improvements
"The solutions for the needs described above, traffic calming, safe pedestrian crossing, and transit facilities, can be solved by this project. These solutions are further described below: - TRAFFIC CALMING: One of the main causes of the 90 accidents that have occurred within the project corridor over the past three years stem from unprotected left turn movements from the center turn lane and left turn pockets. This project will eliminate the center turn lane and left turn pockets from the ½ mile long 172nd Street (SR 531) corridor between Smokey Point Blvd and 43rd Ave. A new intersection will be installed at 40th Ave that will provide protected left-turn and U-turn movements. - SAFE PEDESTRIAN CROSSING: The new intersection at 40th Avenue will include ADA compliant pedestrian crossing facilities complete with pedestrian count down crossing heads. This will especially be a benefit to the new 255 unit low income senior apart complex that will open in 2020. - TRANSIT FACILITIES: There will be two new bus pull out stations installed on either side of the 40th Avenue intersection. While Community Transit does not currently have a route on 172nd Street (SR 531), one will be added in the near future and these safe bus pull-out stations will be ready. "
