Existing Conditions

This project represents the eastern half of the final segment of the SE 1st Street corridor to be improved between SE 164th Avenue and NE 192nd Avenue. Over the last several years, Columbia Tech Center (CTC) has continued to build out with several big box retail pads, a Clark College satellite campus, the Vancouver Clinic, a variety of housing developments, and other commercial and office development, and CTC continues to develop the remaining acreage. Portions of Section 30 and the remaining corners at the intersection of NE 192nd Avenue and SE 1st Street have discussed preliminary development plans. The City of Vancouver recently annexed Section 30 and developed a subarea plan for the district that anticipates 1 million square feet in retail/commercial/office uses, 2 million square feet in employment uses, and over 1,000 residential units. SE 1st Street is inadequate to serve this scale of urban development and increasing traffic volumes with only two lanes; little curb, gutter, and sidewalk; few safe pedestrian crossings; no continuous adjacent sidewalks; and no bike facilities.

Description of Improvements

This project will finish the eastern half of the SE 1st Street corridor between SE 177th Avenue and SE 192nd Avenue The western section between SE 164th Avenue and SE 177th Avenues is anticipated to be complete in June 2021. When completed, the project will connect to recently installed improvements east of SE 192nd Avenue. The design for this segment includes an access-restricted three-to-five-lane section for motor vehicles and separated, off-street protected facilities for people walking and biking. The project also includes lowering the roadway, installing a roundabout at SE 184th Avenue, and installing a new traffic signal at SE 190th Avenue. East of SE 190th Avenue, the roadway will be five motor vehicle lanes with bike lanes and detached sidewalks and additional lanes at the approach to SE 192nd Avenue. Today the roadway is two motor vehicle lanes with gravel shoulders in most areas, although there are spot frontage improvements where development has occurred. Hazardous roadside fixed objects are omnipresent off the gravel shoulder.
