Existing Conditions

Lakepointe Boulevard is the central roadway to the Lakepointe Urban Village, a redevelopment of an existing gravel quarry site into a new retail and residential center for the City of Covington. Lakepointe, along with improvements to 204th Avenue SE will provide an arterial alternative connecting SR 18 to SR 516 avoiding downtown Covington. Local and regional passenger and freight traffic can use Lakepointe as an alternative to these existing busy state highway corridors. The construction of Lakepointe Boulevard is key to the development of 1,750 residential units and 1.3 million square feet of commercial space, generating an estimated 2,900 jobs. Lakepointe Boulevard will be the primary multimodal access to the site for vehicles, cyclists, pedestrians and transit. The road will have sidewalks on both sides, on-street bike lanes, separated bike paths and connections to on and off-site trails. Lakepointe Blvd will carry transit, connecting a Sound Transit park and ride located on-site to regional destinations. Without Lakepointe Boulevard, the Urban Village development and it’s jobs and residential growth will not occur.

Description of Improvements

To provide the needed vehicle, active and transit mode connections to the new Lakepointe Urban Village development site, Lakepointe Boulevard is proposed as a 4-lane curb and gutter roadway with shared use paths, separated and on-road bike lanes and wide sidewalks separated from vehicle lanes by planter strips and/or stormwater treatment bioswales. The roadway improvements include roundabouts at three major intersections. Lakepointe Boulevard is one of three roadway projects being constructed concurrently by the City of Covington, completing the connection between SR 18 and SR 516. Other projects include two roundabouts at SR 18 and SE 256th Street connecting to Lakepointe Boulevard and new active mode facilities connected to SR 516. New and upgraded utilities for the new development will be constructed concurrent with the road improvements. The project will be constructed entirely within improved right of way dedicated to the City by the private developer, a process which is underway and will be completed by advertisement. An EIS for the site, including the road has been completed and approved. The project design plans will be 100% construction ready by November, 2019. The City has approved the plans for advertisement and no further permits are required.
