Existing Conditions

Russell Rd is a critical pedestrian corridor. Destinations along and at the project limits include the Plaza by the Green shopping center (4 restaurants/4 stores/1 daycare/1 bank/1 training center/1 staffing agency/1 non-profit/4 offices/1 laundromat/1 motel), Hogan Park, Riverbend Golf Complex, and the Green River Trail. To the south is high-density housing (Riverwood Apartments/Ethos Apartments/Midtown 64 Apartments), low-income housing (Red Carpet Apartments/Shafrans Mobile Estates), and Metro Route 183; and to the north and east is high-density housing (Waters Edge Apartments/Atrium on James Apartments), recreational/community assets (Community Garden, Puget Power Trail, and Neely-O-Brien Elementary School). The project is included on the Neely-OBrien school walking route and a link to Meeker Street, a multimodal, economic corridor connecting to Downtown.

Description of Improvements

This project extends sidewalks the along the frontage of Hogan Park providing major link in the pedestrian network between the Green River Trail and Hogan Park. The new sidewalk will facilitate access to housing, recreational and community assets, employment, retail and service businesses, and frequent transit service.
