Existing Conditions

In recent years, the City has seen increased vehicle, bike and pedestrian users on Railroad Avenue(SR 202) bisecting Downtown Snoqualmie. While the proposed project road segment was part of the Town Center Phase II project in 2016 - improving sidewalks, ADA ramps, and adding a midblock crosswalk - the project neglected to install pedestrian-activated lights to help secure safe crossings across Railroad(SR 202). City staff have received numerous complaints of poor vehicle stop rates, and reports of pedestrian-vehicle near-misses, from users attempting to cross Railroad Avenue (SR 202 at SE King St and SE River St, the busiest intersections downtown. These provide direct access to the central business district, as well as indirect access to services including an elementary school, two parks, a medical clinic, and two government facilities. In 2016, staff received a request from a near-blind resident that intersection ped-activated lights be added to improve ADA accessibility and general safety.

Description of Improvements

The above ADA request stimulated a collaborative investigation between the City and the Washington State Department of Transportation (WSDOT) into different accommodation strategies for crossing Railroad Avenue (SR 202) in Historic Downtown Snoqualmie. After crossing counts, reviewing intersection stop frequency for pedestrians, and extensive communications with the ADA requestor, WSDOT and the City determined that the best improvement for the cited crossing locations would be the installation of Rapid-Rectangular Rapid Flashing Beacon (RRFBs) at prime downtown intersections and the section mid-block crossing.This project proposes RRFBs, SE King Street and SE River Street at an established midblock crossing. Project costs include locating electrical locates, trenching for power, new poles, signs, lights, foundations, as well as design, engineering, and contingency.
